21.6. Municipal staff capacity

As indicated, capacity development of individuals and institutions is about more than training and the running of workshops. It involves the piecing together of the best of what is available, sourcing what is not and changing or at least adapting existing practises, processes, procedures and structures. This includes looking at how people work, who they work with and the competencies required of everyone involved.

The following table provides an overview of issues and makes suggestions for things to consider when looking the municipal staff capacity; a selected number of issues are looked in more detail in Tool 21-2.
