Module 17: Negotiating and Contracting

17.4. Who should conduct this stage?

The contracting and negotiation stage should involve representatives from all the stakeholders to the PPP.

This could include:

◊ the task force in charge of the PPP at the municipality;

◊ the representatives of the private sector; and

◊ representatives from civil society.

The importance of involving all stakeholders is that all the various groups will be fully informed about the arrangement so averting later opposition to the PPP.
