Module 11: Selecting Options
11.3. Who is involved?
The process of selecting options should involve all stakeholders
in the provision and consumption of the service. Although
such participation has been described earlier, it is wise
once again to reassess the key groups of stakeholders and
their potential support for or opposition to PPP:
◊ the national government;
◊ provincial and local governments, which will act (or
may act) as grantors of private sector contracts, regulators,
partners or financiers of the utility;
◊ regional or local planning departments, which coordinate
land use and infrastructure planning;
◊ other established regulatory entities (such as commissions,
environmental agencies and so on);
◊ political parties and individual politicians;
◊ labour/trade unions;
◊ the utility management;
◊ suppliers of goods and services to the sector; and
◊ consumer organisations (formal and informal and including
non-governmental organisations that are concerned with service
quality and prices and with protecting the poor).
