10.4 What is the key process
for pro-poor PPPs?
Participation in decision-making is the main methodology
for involving people affected by the partnership in the analysis of issues
and the design of solutions. This ensures that the voices of the poorest
and most vulnerable groups in the population are heard and taken into
consideration.
