9.3 Who is involved?
All stakeholders need to be included in the analysis of partner
identification. In fact, the complexity of the work requires
a team effort, making the decision-making process more
effective.
The municipality should take on the role of coordinator.
In simple PPPs, the municipality may wish to undertake partner
appraisals itself. In most circumstances, however, departments
should consider using external advisors. Such consultants
could be funded by the government itself or donors; alternatively,
the expertise could be drawn from local academia.
Stakeholder analysis often involves sensitive and undiplomatic
information. Many stakeholder interests are covert and agendas
are partially hidden. In many situations there are few benefits
in trying to uncover such agendas in public.
