9.1 What is the objective of identifying potential partners?

A range of stakeholder groups has a legitimate interest in the performance of the urban services. Governments need to identify the key groups of stakeholders and assess their potential support for, or opposition to, public-private partnership.

The objective at this stage is to identify all the stakeholders that might contribute to, or have a stake in, the partnership. Identification will include:

– the level of participation of stakeholders;
– the potential roles of stakeholders in relation to objectives;
– the potential conflicts of interests; and
– the relationships between stakeholders.
