Module 07: Defining Parameters (scope)


7.3 Who is involved?

• Government
• Private operator
• Consumers
• The poor

The parameters of the PPP should be developed and agreed by all participants engaged in the partnership.
Traditionally, the government used to play the most important role in defining parameters. Later, regulators started to use private sector consultations. The most recent tendency, however, shows the position of the consumer to be increasingly influential, this represented by NGOs, CBOs and consumer organisations.

While the government is best equipped to define the geographical scope of the PPP project, members of the public are the ones to determine service requirements. It is especially important that the voice of the poor be heard and taken into consideration [see the key parameters issues, below].
